The Director of Adult Basic Education & Literacy will oversee the Adult Education Programs at Midland College, including serving as the Director of the Texas Workforce Commission Adult Basic Education grant, English as a Second Language (ESL) programming, and Texas Certificate of High School Equivalency programming.
The Director of Adult Basic Education and Literacy is responsible for overseeing qualified TXCHSE instructors, ESL instructors, and support staff. The Director will ensure comprehensive instruction and utilization of the current curriculum and provide adequate facilities/resources for programs mandated by the Texas Workforce Commission.
Required Qualifications
- Bachelor’s degree
- Directly related experience with organizational management and operational characteristics, services, and activities of Adult Education, including noncredit, community education, and contract education programs
- Directly related experience wIth state and federal adult education information, policies, guidelines, and regulations
- Understanding of general office equipment, including computer, email, fax, copier, and telephone system
- Ability to effectively manage time and priorities to meet established deadlines
- Work and communicate professionally with all colleagues, internal contacts, and external contacts
- Demonstrate attention to detail and organizational skills
- Manage several programs and work cooperatively with staff and students
- Possess excellent written and verbal skills
- Must possess a valid Texas Driver’s License, good driving record, and be insurable on Midland College’s insurance policy
Preferred Qualifications
- Master’s degree
- Directly related experience with grant applications and implementation to include Adult Basic Education Grant
- Directly related experience working with a state agency, preferably Texas Workforce Commission
- Directly related experience with and knowledge of Workforce Innovation and Opportunity Act and partnering with Workforce Solutions
- Demonstrated sensitivity to and an understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students
- Community college experience
- Supervisory experience
- Instructional experience
Essential Functions
- Recruit, qualify, train, supervise, and evaluate faculty and staff
- Develop and approve a schedule of courses to meet the goals and targets set by the Texas Workforce Commission
- Work with faculty to ensure the current and comprehensive curriculum is implemented and taught
- Revise and approve catalog and web page content as necessary
- Evaluate and understand workforce certification and WIOA regulations
- Participate in strategic planning for the instructional area of the college
- Oversee budgeting, resource allocation, and grants for the program
- Evaluate and make recommendations regarding instructional equipment and facilities
- Serve on committees as assigned
- Recommend new programs when appropriate to meet the college’s mission
- Facilitate communications within the college and between the college and the community
- Promote the philosophy of Midland College to faculty, students, and the community
- Serve as a liaison between faculty, staff, and administration
- Collaborate with the Associate Vice President of Workforce Programs on program development and leadership
- Lead recruitment and outreach efforts to extend adult basic education services to fit community needs
- Supervise adult basic education programs and collaborate with Permian Basin regional agencies and partners
- Oversee requisite testing related to adult basic education programming
- Serve as the director of the TWC Adult Basic Education grant and act as a point of contact to TWC;
- Develop and maintain the currency of the Adult Basic Education and Literacy departmental Standard Operating Procedures (SOPs)
- Assist in the assignment of professional development for adult basic education staff and instructors
- Effectively lead and be responsible for program oversight, service delivery, reporting, compliance, and overall program, and fiscal accountability
- Other duties as assigned

- Must be able to remain in a stationary position 50% of the time
- The person in this position needs to occasionally move or drive to other locations on and off campus
- This position may require occasional travel for training, meetings, and events both in and out of town

- Frequently moves equipment or paperwork weighing up to 20 pounds
- Duties indoors and some outdoors
